新品種Kinosternon Cora

在香港要合法進口一個之前沒有進口記錄的物種都需要另外申請首次進口，過往我們的申請大約只有一半能夠通過，而最常遇到拒絕申請進口的理由卻是准許合法進口會助長走私動物！很神奇吧，哈哈？！

今年9月我們收到外國offer一個新發現的蛋龜品種Kinosternon cora，雖然這是一個NON-CITES品種，但還是需要申請首次進口，不過相信非受保護物種會批核進口吧，無論批核與否，一般申請都需要等待3個月至半年，電郵了申請表到香港漁護署就靜待佳音。

這次出奇地快速收到回覆，我們2021年9月11日電郵申請表過去，2021年10月18日就回覆我們：

Regret to inform you that Kinosternon cora is rejected for importation.As the species of Kinosternon cora was newly discovered in year 2020. Information regarding the population trend, conservation status and invasiveness of such species remain unknown since its recent discovery and limited occurrences.

中文的意思大致是由於這是2020年才被新發現的物種，無論野外數量、有多大程度需要保育及物種本身有多大入侵性都是未知之數，所以不批核進口。

一般情況下當我收到拒絕批核的申請都會很生氣，但這次不同，我以跳脫的方式回覆了漁護署：

Umm…funny thing is I already found them in Hong Kong Market last week. Again it show AFCD discourage people who 100% stick to the law and give ways to the smugglers out. Anyways, as a hobbyist, when I can get this non-CITES species from other local seller, that’s good enough to me. Thanks a lot!

所以就是有其他商家非法地進口了，但又因NON-CITES物種進口了香港境內後漁護處又不會管，所以在本港境內購買就是合法管有了，法例和執法機構就是多麼有趣，我們還是看看龜好了。
